Local Maternity and Neonatal Systems or LMNSs were created in 2016 following the recommendations made in the Better Births report.

Key to the emergence of LMNS’s is how we learn through assurance and work together as a system to provide the best care and outcomes for women and their babies.

The LMNS for the North East and North Cumbria covers a population of 3.2 million population and 8 different healthcare trusts who provide maternity services. It was formed following the merger of three LMNS and recently expanded its remit from maternity to include neonatal services.

By working collaboratively across the system, we help women to be informed, supported and to make choices about the care they receive.

We have two sections to our website designed specifically for patients and healthcare professionals.

How we work across the North East and North Cumbria

The North East and North Cumbria LMNS Board, chaired by the Integrated Care Board (ICB) Chief Nurse and LMNS Senior Responsible Officer reports to the North East and North Cumbria ICB System Quality Board.

The LMNS Board has terms of reference and is made up of a wide range of stakeholders including service user voice representatives. The LMNS Board is supported by the following subgroups:

  • LMNS Quality and Safety Group
  • LMNS Workforce Steering Group
  • LMNS Digital Strategy Group
  • LMNS Equity and Equality Steering Group
  • LMNS Maternity Engagement Group

We work work closely with the North East and North Cumbria Maternity and Perinatal Clinical Network, Northern Neonatal Network, Public Health Prevention in Maternity Steering Group, NHS England Regional Maternity Transformation Team and 10 Maternity Voices Partnerships from across the region.

New ways of working together

The Maternity and Neonatal Alliance

The North East and North Cumbria Integrated Care Board has started to develop a Maternity and Neonatal Alliance which will bring all partners together under new revised governance arrangements. The underpinning principles for the Maternity and Neonatal Alliance are:

  • Have a single vision across the North East and North Cumbria Maternity and Neonatal footprint
  • Ensure the alliance reflects and compliments the Integrated Care Partnership Strategy
  • Be expertly led
  • Ensure quality and improvement are at the heart of the alliance
  • Improve outcomes for women, babies, and their families
  • Embed an evidence-based prevention approach to better support women and their families before, during and after pregnancy
  • Reduce inequalities in access, experience and outcomes associated with maternal and neonatal healthcare, thereby contributing to reductions in wider health inequalities across the North East and North Cumbria
  • Ensure co-production with service users, stakeholders and staff in all its work
  • Promote learning and development
  • Have a clear communication strategy regarding its purpose
  • Support development and improvement of pathways of care
  • Create a single data environment to help facilitate the Alliance being evidence led with one version of the truth
